okay i finally figured it out:S
you have to change the colour settings from 16 to 32 bit
copy pasta from the other game forum where i had the same issue
Windows Vista
1 First you need to right-click on an empty area of your desktop and then choose personalize.
2 From there, a window should open up - click on Display settings near the bottom.
3 Another window should open up. From that window, you should see a drop-down menu - click on it and see if 32 bit is on the list, you will not beable to play the game if 32 bit isn't on the list. Once you changed it, click on Apply then OK.

seems to be a 32/64 bit thing imma check some stuff on that side

i'm having the exact same problem.
i'm trying to play on windows 7 as well with steam.
i redownloaded the redistributables but that fixed nothing.
the game appears in the task managers processes list but not in the application list(thats what its called i think? the left one)
