Second controller isn't being picked up

I'm using two wireless xbox controllers connected to a wireless xbox gaming receiver. The receiver is picking both up, and they both work on their own in game, but the game can't pick up a second one. I'm trying to play local with a friend. I can't find anyone else with this problem so I figure it has to be me, but I can't figure out what I'm doing wrong. Can anyone help?

Do you have both player 1 and 2 set to use controllers in the options menu?

Yes. Every player is set to controller (I'm only using two, though) and when I go into rebind the players 2-4 are set as 'button 0 (through 11 or so)' while player 1 has the actual xbox buttons in. I can't rebind any of the 2-4 controllers. Could it be because I'm using one adapter? Is the game only picking up the adapter as one controller? I don't have any wired controllers if that's the case.

I am having this issues as well, exactly as described.  Two wireless xbox 360 controllers on windows 7 x64.  In addition, the one controller that does work seems to have quite a bit of input lag.

Both controllers work fine together in a few other games I've tried with local co op.
